Heat your oven to 450°F. Line a baking sheet with parchment paper or lightly grease it.

In a medium bowl, stir together the Bisquick, milk], cheese, and 1/4 tsp garlic powder until a soft, sticky dough forms. Tip: Don't over-mix; just stir until the dry spots disappear to keep them fluffy

Use a large spoon or a cookie scoop to drop about 1/4 cup portions of dough onto the baking sheet (makes about 10–12 biscuits). Bake for 8–10 minutes or until the tops are golden brown.

While the biscuits are baking, whisk the melted butter, garlic powder, parsley, and Old Bay (if using) in a small bowl.

As soon as the biscuits come out of the oven, brush them generously with the garlic butter mixture while they are still hot.
