Scald the milk in a saucepan and set aside.

Melt butter in a sauce pan over medium heat.

Whisk flour and seasonings briskly into butter until smooth, and cook for five minutes stirring constantly. Do not let the mixture brown. Lower heat and stir in milk little at a time whisking after each addition until smooth. Continue adding milk and stirring until sauce reaches desired consistency. The sauce may not require the entire two cups of milk
